G.R.Raghavender is a civil servant from Central Secretariat Service (CSS) 1988 and Joint Secretary, Department of Justice, Ministry of Law & Justice . As Registrar of Copyrights of the Copyright office, he contributed to amendments to the Copyright Act in 2012 and the Copyright Rules, 2013. including to two WIPO treaties namely, Beijing Treaty on Audiovisual Performances, 2012 and the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled, 2013. He has contributed in revision of the copyright legislations of Bhutan, Cambodia, Myanmar and Nepal as a copyright expert.
